Elisa Deiss-Helbig war wissenschaftliche Mitarbeiterin am Institut für Sozialwissenschaften der Universität Stuttgart. Zu ihren Forschungs- und Lehrgebieten gehören die Parteienforschung (Parteienwettbewerb, Wahlversprechen, Kandidatenauswahl, rechtspopulistische Parteien) und die politische Repräsentationsforschung mit Schwerpunkt auf der substantiellen und deskriptiven Repräsentation von Minderheiten. Seit Oktober 2021 ist sie Projektleiterin in dem DFG-finanzierten Projekt "Group targeting and citizens’ responses to electoral promises and their realization (GROUPTA)" und seit Juni 2022 leitet sie gemeinsam mit Dr. Isabelle Guinaudeau (CEE, Sciences Po) und Prof. Dr. Theres Matthieß (Universität Trier) das DFG-ANR finanzierte Projekt "Unequal mandate responsiveness? How electoral promises and their realizations target groups in France and Germany (UNEQUALMAND)".

Zuvor betreute sie den deutsch-französischen Kooperationsstudiengang Sozialwissenschaften mit Sciences Po Bordeaux und hatte einen Lehrauftrag an Sciences Po (Campus Nancy) inne. Von Oktober 2019 bis Juni 2021 begleitete sie zudem wissenschaftlich das durch die Beauftragte der Bundesregierung für Migration, Flüchtlinge und Integration und die bpb geförderte Projekt "BePart - Teilhabe beginnt vor Ort!" gemeinsam mit Prof. Dr. Andreas Wüst.

  Looking at Germany, the article investigates whether perceived political responsiveness depends on the extent to which the population's issue priorities overlap with the government agenda. Based on previous research on positional and issue congruence as well as on perceived political responsiveness, we assume that residents of the East German states perceive less political responsiveness, and that the positive effect of individual issue congruence on perceived responsiveness is lower for citizens living in the Eastern parts of Germany. The results show a small but significant difference in perceived responsiveness in East and West Germany. However, issue congruence does not affect perceived responsiveness in either part of the country.

  The influx of refugees to Europe is a topic that dominates the political and media agenda. Furthermore, the installation of asylum-seeker centres (ASCs) has made asylum seekers and refugees highly visible in the everyday life of many European citizens. Drawing on theories of ethnic threat and intergroup contact, we examine how geospatial proximity to ASCs translates into threat or contact in an everyday context and how this affects attitudes toward asylum seekers. By taking advantage of a natural experiment, where the ASCs are assigned to city districts as-if at random, as well as innovating measures of outgroup exposure and geospatial proximity, we find that, although higher numbers of asylum seekers in one’s own neighbourhood are related to an increased perception of their local presence, the actual presence of asylum seekers does not lead to more negative attitudes or a greater threat perception, nor to more frequent contact. It is only when the number of asylum seekers in one’s own direct neighbourhood suddenly increases that attitudes toward asylum seekers deteriorate.

  Recently, the political consequences of different types of candidate selection methods have been studied in various ways. However, the effects of selection methods on the representativeness of parliaments in terms of gender or immigrant background have been little studied in this literature. Moreover, existing studies have so far reached inconclusive results. Based on the assumption that the type of selectorate produces the most important political consequences, this chapter analyzes for the German case whether more exclusive selectorates are disadvantageous or advantageous for the nomination of female candidates and candidates with an immigrant background. Based on original district and party list nomination data for the 2013 Bundestag election, the results show that female candidates or candidates with an immigrant background have neither a lower nor a higher chance of being nominated in the district depending on whether they face an exclusive or inclusive selectorate. In the case of party lists, a negative effect of more exclusive selectorates on the proportion of candidates with an immigrant background was observed. However, this effect seems to be caused more by party ideology than by the type of selectorate, because after controlling for party, the effect loses its statistical significance.

  Drawing on systematic participant observations, the study offers unique comparative findings about the importance of parties within French and German MPs’ district work. First, it looks at deputies’ communication with their party organization at the grassroots level. Second, it sheds light on whether MPs act locally as representatives of their party and, thus, contribute to the parties’ linkage function. Moreover, the study investigates MPs distancing themselves from their party, thereby providing valuable insights for the party unity literature. Comparatively, the data confirm that dissimilar incentives lead to differences regarding internal party work and party representation. However, contrasting results from questionnaires and observations also reveal divergences between words and deeds. Not least, the results are important because of France’s recent abolition of the cumul des mandats (multiple office-holding).

The analysis shows mixed results. Although candidate gender does not seem to have any impact on the likelihood of supporting parliamentary candidates, having specific ethnic backgrounds can be an electoral burden. However, as with previous studies, the effect depends on voters’ ideological positions. The analysis also shows that, regardless of a candidate’s socio-demographic characteristics, it is party affiliation that matters most for voter choice in both countries. These are noteworthy results particularly for the case of France with its well-known candidate-centered electoral system.

  In Germany, holding a local mandate is an important step on the career ladder of political representatives at the state and federal level. Although women are underrepresented in terms of numbers in German local politics, there are only few studies analysing this phenomenon. That is why the present article studies the impact of different institutional, cultural and socioeconomic contexts at the local level on the political representation of women in 28 Hessian municipalities. The study shows that the percentage of women in the studied municipal councils varies strongly. Furthermore, the macro-analysis reveals that there is a strong relationship between percentage of women and degree of urbanisation as well as political make-up of the local councils.

  As an important result of mass immigration, Germany, as most other modern states, is strongly characterized by its ethnic diversity. At the same time, ethnic minorities are still strongly under-represented in terms of numbers in the German Bundestag. This article aims to contribute to new insights into one often cited but still only poorly researched topic: the impact of candidate selection methods on the parliamentary representation of ethnic minorities. The operationalization of the selection methods is done by drawing on the parties’ statutes as well as the parties’ minutes of the nomination meetings. Our results show, first, a strong homogeneity in the way the five German parties select their candidates. This is mainly because the candidate selection process in Germany is rather strongly regulated by law. However, we can additionally identify inter- (between, on the one hand, the two major German parties and, on the other hand, the three smaller parties) as well as intra-party (between the different German Länder) differences. As regards the selection of ethnic minority candidates, party ideology seems to play an important role because ethnic minority candidates are mainly nominated by left-wing parties. However, beyond the impact of party ideology, we can also show that, within the group of left-wing parties, more open candidate selection methods seem to be more favourable to ethnic minority candidates than more exclusive selection methods.

  French institutions, political culture and history have favoured a very abstract conception of representation: MPs are expected to embody collectively the French Nation, but little is known about citizens’ concrete views on representation. In this paper, data gathered through a citizen mass survey are used. To overcome the usual abstract considerations on representation, respondents were asked their opinion on an MP who would endorse amendments proposed by an interest group. In the questionnaire, two features were changed randomly: the MP's political leaning and the type of interest group. It is shown by means of an original experiment that the ‘general’ conception representation has disappeared from citizens’ attitudes: despite the enduring legitimacy of the general will approach in the public sphere, French citizens appear to promote a conception of representation close to the Madisonian views on pluralism involving a strong attachment to the logic of territorial electoral linkage.

  This article investigates an unconventional dimension of representation: the degree of congruence between citizens’ and MPs’ values. Our main goal is to compare the values of the general public to those of the MPs through elite survey data (PARENEL) and national mass surveys. Several hypotheses deriving from the scientific literature are tested in order to examine the elite–public linkage. Our results confirm other findings: MPs are more polarised than their voters, they are more open-minded and do not replicate their voters’ values whatever the electoral system at stake.

  In this paper, we apply the notion of eligibility to the case of French senators by developing two analytical tools: the personal component which refers to the demographic and socio-economic characteristics of the candidates and elected officials and institutional factors – such as the voting system and the impact of political parties. We are doing so by, first, analysing the socio-political characteristics of the French senators. And second, by studying whether and if so how the existence of two different voting methods – two-round majority and proportional – impacts on the demographic and socio-economic profile of the senators.
