Is electoral choice based on full information or on heuristics? In this talk, I propose it is both. Using the idea of consideration sets, I argue that heuristics help voters to pare down parties. In multi-party systems, however, it is likely that several alternatives remain after applying heuristics. The final choice among those alternatives is based on effortful processing of campaign-relevant information. I illustrate the ideas using the 1992 U.S. presidential elections and draw out the implications for understanding party competition in electoral democracy.
